Senior Business Expansion Manager Department: Business Development Reports To: Chief Executive Officer (CEO) Direct Subordinates: None initially; potential to build a local team post-establishment phase Job Purpose: To lead and execute market entry and expansion strategy in Indonesia and Cambodia. This role is responsible for spearheading market entry operations, establishing legal and business frameworks, and serving as the organization’s representative during early-phase development. The position requires a strategic and hands-on leader with proven experience in setting up operations in emerging markets. Working Relationships: 1. Internal: CEO, Academic Management, HR, Legal, Finance, Marketing, and Operations teams at Head Office 2. External: Local government authorities, educational institutions, legal and compliance consultants, real estate agents, recruitment partners, and business service providers in target markets Responsibilities: ● Conduct comprehensive market research to evaluate legal, economic, cultural, and competitive landscapes in assigned countries ● Develop and present actionable market entry proposals for each target market (franchise, wholly-owned, partnership models) ● Oversee end-to-end market entry setup, including business registration, licensing, facility identification, and legal compliance ● Establish recruitment strategies for both local hiring and potential staff relocation ● Cultivate partnerships with government bodies, educational institutions, and other key stakeholders ● Ensure consistent communication and alignment with relevant departments at the Head Office to streamline market entry operations ● Act as the organization’s primary representative in the target market, owning the full spectrum of initial operations and stakeholder management ● Monitor and evaluate performance metrics during rollout phases to ensure sustainable and scalable operations |

● Stakeholder satisfaction (internal and external) during expansion phases
Qualifications:
● Bachelor’s degree in Business Administration, International Relations, or related fields;
MBA preferred
● Minimum 7 years of experience in international business development or market
expansion
● Direct experience in launching operations in Indonesia, Cambodia
● Experience in service sectors such as education, franchise, hospitality, or retail
● Familiarity with local laws and compliance processes in target markets
● Willingness to travel or reside in target markets during setup phases.

● Ability to work independently in dynamic, ambiguous environments
● Business-level digital literacy (MS Office, project management tools)
Language Requirements:
● English – Excellent
● Vietnamese – Excellent
● Knowledge of local languages (e.g., Bahasa Indonesia, Khmer) is a plus
